EXECUTIVE BRANCH OFFICES

ONDCP leads and coordinates the nation’s drug policy so that it improves the health and lives of the American people. ONDCP is responsible for the development and implementation of the National Drug Control Strategy and Budget. ONDCP coordinates across 19 federal agencies and oversees a $41 billion budget as part of a whole- of-government approach to addressing addiction and the overdose epidemic. ONDCP also provides hundreds of millions of dollars to help communities stay healthy and safe through the High Intensity Drug Trafficking Areas Program and the Drug-Free Communities Program.

OSTP’s mission includes:

Providing advice to the President and the Executive Office of the President on matters related to science and technology;
Strengthening and advancing American science and technology;
Working with federal departments and agencies and with Congress to create bold visions, unified strategies, clear plans, wise policies, and effective, equitable programs for science and technology;

Engaging with external partners, including industry, academia, philanthropic organizations, and civil society; state, local, Tribal and territorial governments; and other nations; and,
Ensuring equity, inclusion, and integrity in all aspects of science and technology.

Climate and Environment

​

The Climate and Environment team works to advance the Biden-Harris Administration’s climate, environmental justice, and nature priorities so that all communities have access to and opportunities to help create a healthy, prosperous, resilient, and sustainable future.

Health Outcomes

​

The Health Outcomes team leverages science, technology, and innovation to drive improved health outcomes for all Americans. This includes efforts to promote health; prevent, manage, treat, and cure diseases and conditions; prevent the next outbreak from becoming a pandemic; improve access to and the quality of health care; and take other steps that will contribute to equitably improved health outcomes for the American people. It houses the President’s Cancer Moonshot, which the President and First Lady reignited in 2022 to accelerate progress to end cancer as we know it. The Health Outcomes team includes leaders on pandemic prevention and preparedness, neuroscience, rare diseases, the innovation ecosystem (e.g., research, development, clinical trials, regulatory and data efforts), public and population health, biosecurity, and health equity

Industrial Innovation

​

The Industrial Innovation team applies scientific and technical expertise to implement the President’s Investing in America agenda. The Biden-Harris Administration’s historic investments across the American Rescue Plan, Bipartisan Infrastructure Law, CHIPS and Science Act, and Inflation Reduction Act form the foundation of a modern American industrial strategy. This strategy leverages critical advanced and emerging technologies to revitalize U.S. manufacturing, bolster national security, and enable a clean energy economy for all.

National Security

​

The National Security team advances the President’s agenda by strengthening our long-term global competitiveness and reducing catastrophic risks through the assessment, development, deployment, and governance of current and emerging technologies. To strengthen global competitiveness, the team works to develop long-term science and technology (S&T) strategies, improve S&T intelligence, shape new investments in foundational technologies, modernize national security systems, ensure supply chain security, cultivate an agile innovation base, enhance export and investment controls, and build the world’s best STEM workforce. They also work to reduce catastrophic risks at the intersection of technology and global security, spanning nuclear, biological, cyber, and autonomous technologies, associated risks of war, pandemics, and large-scale disasters, as well as emergent risks in space, ocean, and polar domains.

The National Security team includes the National Quantum Coordination Office (NQCO) which works to accelerate quantum information science and technology research and development in the United States.

Science and Society

​

Science and Society’s role is to develop evidence-based policy at the intersection of science, technology, and innovation, reflecting the perspectives of the individuals and communities who make up civil society.

Technology

​

Leverages technology and data to equitably deliver services, bringing technology and data expertise to federal policy formation and implementation, and ensuring that America continues to lead the world in values-driven technological research and innovation.
The team works to harness the benefits of artificial intelligence (AI) for the American people while managing its risks, including through the National Artificial Intelligence Initiative Office (NAIIO), which advances and coordinates key federal initiatives and policy on AI. The Tech team also includes the U.S. Chief Data Scientist, who works to ensure that data science helps equitably tackle our nation’s biggest challenges

The Office of Management and Budget oversees the implementation of the President’s vision across the Executive Branch. OMB carries out its mission through five main functions across executive departments and agencies:
Budget development and execution.
Management, including oversight of agency performance, procurement, financial management, and information technology.
Coordination and review of all significant Federal regulations from executive agencies, privacy policy, information policy, and review and assessment of information collection requests.
Clearance and coordination of legislative and other materials, including agency testimony, legislative proposals, and other communications with Congress, and coordination of other Presidential actions.
Clearance of Presidential Executive Orders and memoranda to agency heads prior to their issuance.

With a focus on making the White House inclusive and accessible to its citizens, the Office of Public Engagement is responsible for creating and coordinating direct dialogue between the Biden-Harris administration and the diverse American public.
